Desktop icons is a per-theme feature. Some themes use it and some themes don't. Some themes make it optional. Either way, with a little research you will find it's easy to add or configure this feature.

What sort of interface are you looking for? The LS popup doesn't support dragging and dropping icons but it you want to add an icon, open the popup then right-click on the folder you want to add it too then select Explore and create your shortcut the normal way though your file manager and it will appear in the popup.
If you want to modify the first level of icons you will need to edit your popup.rc file in a text editor.
