I had the same issue with the latest layercut, but I also needed msvcp70.dll. If windows isn't telling you that you need it, maybe you already have it. It might be worth a try checking your system folder for both msvcr70.dll and msvcp70.dll

BTW, I had a heck of a time finding those two files, so if your missing one, good luck in your search.
