1) It is a real trouble with ANSI-charset limitation for all software. The best solution is to use Unicode - and the main advantage of WA3 is support of it.
But I don't like third WinAMP and still using WA2 %)
2) there is a wonderfull WinAmp-plugin for rm/ra files :)
