That entire site is about the OTS standard and how themes need to look in order for them to work. There is a tutorial somewhere on the wiki but honestly...it won't help you. It was designed for an older way of doing things. Best thing you can really do is find a theme you like on this site...install it...and then tinker with it and see what happens. Also check out the docs HERE. While they are outdated the basic concepts still apply.
