I un-installed and re-installed for a third time and got it to work. Don't ask me what was different.

1. Open System by clicking the Start button -> Control Panel -> System and Maintenance-> System.
2. Click Advanced System Settings.
3. Under Performance, click Settings.
4. Click the Data Execution Prevention tab, and then click Turn off DEP
