NLM always loads the modules, even when they are "in place".
You may have lslua issues that are addressed here:

Just for future reference, you can fix that animation.lua.dll error by going in the NLM folder,
opening the NetLoadModule.ini and changing the lslua line to read...

lslua-(the ver#)=$litestepdir$modules\lslua-(the ver#)\lslua.dll

If I remember right, the end of that line will incorrectly be animation.lua.dll,
when it should be lslua.dll as above.
