removing the T-flag may solve (part of) these z-order problems, but could just as much harm the ontop-consistency of themes. and the K-flag imo works to a certain extent only.
sofar the only effective way is using a pre-20001214 build of shortcut2.dll
this oldie didnt let me down, even in combination with 0.24.7
