So... you ought to look for things associated with rainmeter - like the .ini file. You should also check to see if the rainmeter module is being loaded (e.g., has a netloadmodule line in your theme.rc or other config file), and if it is being loaded, is it actually running (use the !about bang to look at list of all loaded modules). If it's running, then perhaps the settings are just messed up. If it's not, then there are other problems to deal with first.
On another note, it *is* possible to make a simple bar graph with xlabel only. You can even do it without using any scripting modules. It's far more likely that rainmeter was used in that theme you have, however.
