The net, file, and text buttons in that theme are just using an image for the text on them.
But, I think you might be talking about tooltips?

How to do text on a label, and how to do tooltips, are both in the main "Configuration" section. (btw, xlabel is up to 3.5 now, but that theme is old, which is why I'm directing you to the 3.1.2 readme - the ver that theme uses.)
Lastly, the label options for that theme are in \nonstep II\config\bar.
