Do these steps, in the numeric order:

1. Uninstall litestep (if the auto unistall fails, manually uninstall, if that fails (which it shouldnt as there is plenty of reg key info around) reinstall windows)

2. Get the newest Installer Omar has made from the downloads section here.

3. Get the RC3 build from the downloads section here

4. While litestep is not running, Unzip the RC3 into your litestep folder (make sure the rc3 files overwrite the old ones)

Also: Always install new themes while connected to the net

The modules you arent downloading are vital to themes.
Litestep themes are modular (different themes load different modules that do different things) its not like sys32.dll or anything, its like xTray-1.0.dll
litestep modules are .dll's litestep uses.

man I hope I covered everything a quick search in the forum would have unveiled.
