It's always a good time to get in to Litestep!

You can find a fairly useful tutorial here which is based on OTS2 (the current standard). The modules are outdated in it, but it's a good starting point to get an idea of structure. Then, start tearing themes apart to see what makes them tick (just stick to OTS2 ones in the downloads section). Plus, this site and ls-universe.info are fairly active, and there is a bunch of regulars that answer LS questions here and there.

Even if the project was dead, it's still worth while. It's so much more flexible and useful than the window's shell, and there are tons of mature modules out there that you can configure to your needs. But, like fractal has pointed out, there's active developement in the works.
