If you're having the same problem I just encountered:

Not being able to open *.rc files and receiving an error message saying I was denied access to the file,

I fixed it by:

1. Right-click a *.rc file
2. Select Properties
3. Change program Opens with... to Notepad
4. Select Apply

Hopefully this is the same problem, and we can both be happy happy happy!
