ok, few things -
1. DEP is enabled in hardware if used with an AMD64 chip, but enabled in software if used with anything else.
2. i'm running windows2000 and i'm getting the access denied problem with my rc files as well now. if i go to open them, access denied, however if i right click and edit them, they open in notepad just fine, and i can save them fine as well.
rc files are associated with litestep for me, so it has to be a problem with litestep opening them (since they open and save fine with notepad). however, this never happened to me before.
to anyone having this problem - have you changed your theme recently? maybe that's it. i changed mine recently (now using TS-1 theme). problem is definitely not SP2 related.
