you're not supposed to touch stepp.rc, nor are you supposed to use LSTS. Do you have a OTS2 compliant install (did you use omar's installer?)If so read o-t-s.sourceforge.net. It will explain you the Open Theme Standard (v2) and how to install themes.

If not, I think you should uninstall LS and reinstall with omar's installer.
