as long as there's no standard (and as people build their themes so many different ways, there won't be a standard in near future) which forces module authors to create and deliver an evar-settings/bang list in that standard's format with their modules, there won't be anything like it.
the only thing i can think of is that many users stick together and form kind of a project which always provides updates as soon as a new module/version is out, for what is the benefit of an outdated editor?
but however, to make such an approach, you would need to be sure people actually make use of it, which i doubt a bit...
