Usually the theme maker doesn't create the wallpaper so they can't be distributed with a theme without the artists permission. However, the theme's author can most likely tell you where they got it so you can download it yourself.

Two good sites to look at for backgrounds are deviantart.com and customize.org. Hope that helps a bit.
