I'd go sryo's method. Use oborzevatel to create a browser window that spans your entire desktop, and have that browser window load

..should work exactly as you intend :) Also, using the program "!.exe" (available in the shellfront litestep modules section, even though it's a program not an executable) you can have the flash file call !Bang commands.
