No matter what theme I download, I can't get the title bar of my windows, or their colors to change. The font and that sort changes, but the borders & scroll bars and such don't. I'm currently running XP, and I've tried both the classic and the XP themes.

How does the font change?
Please tell us what modules your theme is running.

Some themes, like West's Popsicle, will change window colors and fonts for Classic style'd windows. Most themes do not however change these settings as described in the stickies. Those settings are read by the LiteStep Theme Installer and used. I want to say it is like theme.ini or something.

I think West is using ecs with Popsicle, so it can modify any of the settings in the "Window Metrics" - font face, size, width and height of window borders, etc.

Yea...Im stuck in my cubicle hell. Personally I find it annoying as hell...but whatever.

Yeah, it should always ask first imho, or atleast save your current setup, so undo is possible.
