I am using in my computer two languages: English and Hebrew.
Normally I am switching among them using 'alt tab' ...
When using litestep I cannot switch between the languages ...
Can anyone help me with this problem?

What do you mean by switching languages? If you mean keybaord layout, there's a module for that (I think it's even named layout).

install LiteStep using Dist.ru Installer instead of Omar's LSInstaller (where the bug has not been fixed) or try to search 'input language', 'switching keyboard layout', etc in this forum theme - there are about 50 themes with the same content here

I use japanese/english, and when i use litestep, i can switch just as easily as if i were on explorer by Alt+Shift and/or Alt+`

I think those hotkeys can be defined in the control panel. As I understand it, Alt+Tab is used for window switching, not language... maybe that is causing a problem?
