Litestep only covers the shell, not the file manager. Blame Microsoft for labeling 3 different programs with the same name. You have Internet Explorer, Windows Explorer, and Explorer(shell). Litestep only replaces the shell, not the browser or file manager.
If you want the file manager to look different, I suggest visual styles. Google it. Customize.org will have some to browse through.
