First, let me commend you for your exquisite taste in Litestep themes. :D
There's a tiny bug with xtaskbar's update/flashing interval not working properly with the default value. Open up the taskbar.rc file located in the theme's Config folder, and add these two lines:
Also, make sure you've chosen a Solid Color and Active Color that have enough of a contrast. The flashing in that theme uses the Active Color.
That should do the trick.
