This is indeed a video overlay issue and it sounds familiar. Do you by any chance have a nVidia graphics card? I remember having the same problem (or at least something similar) with my old GeForce4 MX440, but once I migrated to ATI the problem went away. Not that I'm saying you should buy a new gfx card (and I'd never recommmend anyone to buy ATI... damn crap), just that it might be related to that. Unfortunately I can't offer any real soultions. Just try some different software or fiddle with the overlay settings in Display Properties.
