vtray is a window like the Explorer taskbar is a window. in other words, it ain't. there's no way to "raise" it, other than (possibly, if you REALLY stretch the meaning of "raise" to previously un-know values) fractaldesign's idea. however, to "raise" the clock, you can try creating a hotkey that runs "control.exe timedate.cpl". I don't know what "Pager" you're referring to though, so I can't help with that.
