The reason why Hiding and Showing would "raise" the module is that the module isn't really a window as you are thinking. The order of display is contolled by LiteStep and it is very picky. By Hiding a module and showing it it brings it to the front as being the last module displayed. Now...if you want it on top of windows outside of LS you will need to enable the AlwaysOnTop option for the module. That is all there is to it. If you have an issue with it...stop using LiteStep...it isn't for you.
