dont make it harder than it has to be.

here's the steps laid out really easy:

1. copy your LS dir to \$OEM$\$1 on your unattended cd.
2. add this line to your registry setting file:

[HKEY_LOCAL_MACHINE\Software\Microsoft\WindowsNT\CurrentVersion\Winlogon]
"shell"="C:\Litestep\Litestep.exe"

copy that line exactly. done. that's it. very simple.
