This is a bit of a loaded question, but I assume you mean how to disable the vwm and quicklaunch in austerity. I have never used it but most things that can be changed in themes are in the shift+leftclick menu, so check there.

That's the easy way, the hard way involves a lot of step.rc editing.. which I assume you didn't want to discuss. :)
