RainlendarEventsPath "c:\users\vorlon\application data\rainlendar\"
RainlendarPath "$ModulesDir$Rainlendar\"
RainlendarSkinsPath "$ModulesDir$Rainlendar\Skins\"
RainlendarLanguagesPath "$ModulesDir$Rainlendar\Languages\"

those are the only settings i'm using for rainlendar and it shows the todo list and menu without problems..
you could also try manually setting TodoEnable=1 in your rainlendar.ini
other than that i'm out of ideas..
