I think Windowmaker and Sawfish are about as good as it will get (maybe a couple more). Reading the LS config files would require that the linux versions of modules also know and use all the settings for the Windows versions, which are not standardized by any means.
I think if the devs were to start from scratch, adopting a setting scheme more along the lines of blackbox, and building it, they could get such a thing done. However, LS is mature enough that it isn't terribly needed, and would be nothing less than a nightmarish venture.
