Why would 98 and litestep be the best for most? I've used Litestep on both 98 and XP with no problems, but you can't do as much in 98 as you can in XP (Transparencies for example). Not to mention XP/2k's core OS is all around better than 98 and even with Litestep, you are stuck with the core.

Not trying to start an argument about OS's, just trying to understand what spasmire11 was refering to as best for most? Maybe I'm missing something about Litestep's functionality with 98 compared to XP/2k.
