maybe your taskbar is hooked into something else in which case u cant position it outside without removing that hook command

u can see that if the coordinates [TaskbarX and TaskbarY] dont match the screen coordinates
if so - find and remove a line similar to this one
*TaskBoxLabelModuleHook !TasksBoxHook
