if you mean the LSDistro patch for Omar's LiteStep Installer, get it at the same place as the installer. You don't need it unless you try to use a theme designed for LSDistro.
I'm very partial to OTS, but my favorite theme is for LSDistro: Hybrid 1.3 by psynapse. Without LSDistro, I had to use the patch when installing the theme.
