I just started with litestep about a week ago, it took me a few trys to figure out icondesk.

I read in another post you are useing Glaze 1.3

Open you desktop_icons.rc

To get my icons to do what you want I had to change the values of the X, and Y

IconDeskMainX 10
IconDeskMainY 40

Also so they will be like default explorer, change

IconDeskMainDirection Down
