Sorry, stupid of me. You're using the [non|step] theme aren't you? In any case, like I said some themes have there own unique quicklaunch setup. But the default popup menu should have these entries: "File Manager", "Text Editor", "Litestep", "Programs", "Quicklaunch", "System", "Tasks". In that order. The quicklaunch submenu are the default Windows quicklaunch shortcuts. Just right on the "Quicklaunch" entry and click "Open". The folder containing the qlaunch links should open.
