if modules aren't downloading, it's probably because the author of the theme made a mistake.

they should read NetLoadModule's documentation, and the theme creation guide, paying particular attention to the right way to load modules with NetLoadModule.

there is no 'popup2' module. popup2-2.0 is probably what the theme author was looking for. :|
