This should help:

http://shells.lokai.net/

But really, you are in a Litestep forum, you are most likely going to be told "litestep". :)

If you want to take the time to read of certain amount of doc, litestep could be the powerfullest shell you'll ever find. But if you want a quickly easy to use shell, humm... let's say "maybe you will find good themes"

As Jugg said, this is a litestep forum, so at the risk of being bias, Litestep is by far the best, for the following reasons.
1) Litestep has the bigest fan base, meaning you wont find more Mods or Docs with any other shell.
2) Litestep has been in development for some time now.
3) Litestep, wile not realy deserveing of a name like "user friendly" is preaty easy to use and change after useing it for a short time.
4) Since its been around so long, there are TONS of themes for it, although makeing your own eventualy is what its all about.

I think litestep is the best because you can do anything with it. The community is strong, there is a lot of input into development of themes and third party modules, but the main thing is its flexibility.

If I want a theme that looks like a jet-fighter cockpit, so be it. If I want my desktop to look like a big pasture that gives me different things when I click on the different cows, well I can do that too. If I want a naked chick sprawled across the desktop that allows me to intera... well, let me just stop there.

Another thing: if I see a cool fake computer interface in a computer movie, I know that it was done on litestep. And if it wasn't, I could make it.

Yeah. Where do YOU want to go today?

The community is strong

You should have been here years ago. That was strong. Compared to then, the community is weak as a (too lazy to think....insert something weak here.)

But saying the community is weak is relative. It is weak as compared to what it was before, but that isn't just the litestep community. The Shell community itself has grown weaker. But of the existing communities within the entrity of the shell community, Litestep is the strongest.
