First...what LiteStep does has nothing to do with Internet Explorer.

Secondly...when you use your cell phone to connect to the internet is it seen as a network connection in your network connections folder?

Thirdly...is your Internet Explorer setup to use a proxy to connect to the Internet?

yes it is seen as a network connections folder and what do you mean by

"Thirdly...is your Internet Explorer setup to use a proxy to connect to the Internet?"

Sorry im new to this (yes im a complete noob). also i downloaded all the new modules from this website and put them in my archive folder and when i recycled it did nothing (apparently it should auto download) so i tried installing the litestep(70) (originally tried litestep omar) and said a rc file is missing :( this totally suck

Whether or not you use an Internet Proxy to connect to the Internet has nothing to do with LiteStep.

You were right in downloading omar's installer. Then you should have grabbed the update to the installer. If you put the proper versions of the modules in the archive folder they would have been installed and no download would have taken place. My guess is that you have the wrong version of the modules.

ok i managed to get the modules installing and i did install the updates and all that was needed by the OMAR installer but now its givin me some weird message like "your Xdesktopconfig file is not set up properly" or something like that when i want to run a theme :(

That is an error message from the old module xDesktop-x.x, which provides desktop icons.
Since it is very old, simply search the
*NetloadModule xDesktop-...
line in your theme and make a ; before it.
;*NetloadModule xDesktop-...

If you want DesktopIcons take a look at the module clickonic -> http://www.ls-universe.info
