Nope we are all using WinMe cuz it was the most stable OS ever made.

For litestep news (with archive) I suggest you check out blizzle.com, just ignore all the non-litestep stuff. That will have all the core and module updates over the last ages and ages.

Get Omar's installer and read the associated docs. As for detailing what's new over the last 6 years... probably not going to happen. :)

And if nothing else the questions can be answered by trial.
