Certain "bar" not display on any theme; module problem? Thread last updated on 2007-01-15 23:20:47

In this example screen shot, you can see the bar located at the top center on this theme. This is in several themes, but when I load them, (and download the modules if necessary) this bar is not being displayed.

Am I lacking a certain module? Is there something I need to enable?

What is the name of this bar?

that is aqua dock (its a seperate program) and icons i found on deviantart.com both are free and very handy
