Is there something which can do standard font smoothing?

It depends on the module.

Like everything else in Windows, though, try the Bitstream Vera fonts (Adobe Reader puts them in, IIRC), as they tend to use AA at any size, and sometimes even when other fonts won't at large and small sizes.

Ya, I am using Bitstream Vera. Im trying to get an Ubuntu/Gnome font look on XP. Cleartype takes it too far in XP,and I found Standard Font Smoothing to be perfect. I cant get litestep to do standard font smoothing though. I can do no smoothing and cleartype, but not standard

Correct me if I'm wrong, but AFAIK you can't just make something "do" standard font smoothing in Windows. I think standard font smoothing is only turned on above/below specific font sizes (i.e. very small or very big). If you think ClearType is too much, try this.

Typically, yes, but not 100% of the time. Bitstream Vera X fonts get AA regardless of size, which is why I use them for everything now.
