If you want it to be. LiteStep puts everything in your control so if you want it to idle at 0% or 60% CPU usage it is entirely possible.

I once found a module called "ripple" that made your desktop look like a little lake and gobbled up about 40% CPU on its own. Yarr.

I liked that module. It was fun.
