Um I just downloaded the LiteStep0.24.7_31-114_source.zip

and I'm looking at all these files... do I just extract them into another file or something how do I set it up?>??

That's source code. You want to use the installer first. Then, extract the final build BINARY in to the Litestep folder created by the installer, overwriting files (litestep must not be running to overwrite files).
