I was just wondering if anyone knew if I could set up VWM or use a different program/script to do this:

Have one window displaying to a video card output RCA/S-Video, then have a second window displaying to a LCD. Then somehow switch controls from one to the other or a possibly easier coding option to just have the LCD as the main window with controls so when you switch to the first window (still displaying on the TV/RCA/etc) you can change things around, and then switch back to your original second window?

I guess really what I'm asking is does the VWM allow you to use two different videocards and if so, how do the controls operate?

You don't need a VWM to do this. Your video card should support this by default.
