OK, Found this in the "Personal" configuration file and it is supposed to make the popup menus only expand once clicked. It works in the default "austerity" theme but not in a theme I have created myself.

Why would this be? Is there something conflicting with it?

If you're using xPopup, it has it's own separate command for that. See its readme file.
