I know this is a dumb question, but here goes:

When I open .dll files I get gibberish (a bunch of squares and random characters). I've tried word and notepad. What's up?

You don't edit the dll files. You edit the *.rc files in the theme's folder.

Well, that explains that. Thanks.

I'm using Coldwind's inauspicious2 beta theme right now, and there's no .rc files in the theme's config folder. There's just theme.rc, which is in the main inauspicious folder. The other themes I've downloaded have .rcs in their config folders. I'm sure I'm missing something here: how am I supposed to edit the theme if there are no .rc files to edit?

What's stopping you from editing the theme.rc - that's its config file... :|

Not all themes are internally identical.

joe: the theme.rc file is the main config file. one of the ways people write their themes is to split up the config into different files, which is why you get files in the config folder.
