Many of you may have seen the mac os x finder bar inwhich program menus are instead of in the app are listed on there.

I have only come across http://members.fortunecity.de/scops/ which is somewhat similar to what I want to do, but have yet to find anything related to litestep.

Or is there another way to get the same effect?

I don't believe it is possible with Windows. As you can tell even in the developer screenshots they don't match the application as opened.
