The only thing in that screen shot that is Litestep are the top tabs, which would be super easy to make with xlabel.

I'm planning on uploading the theme here on ls.net once I finish a few details missing (like the popup menu :P), but I got *really* busy with rl matters recently, so it could take some more time...
