could this be bilt in to the core or a core module? to make all modules use alpha maps, and more typs of images.

litestep allready supports alphamapped .png's

More appropriately, enough modules do. Combining image use and drawing would be nice, but this sort of thing wouldn't make a difference for it, I don't think.

the alphamapped .png's in litestep (at least xtaskbar, and xtray) give a pink hue, and are very troublesome.
