there used to be one for NT that NeXTer wrote...but I don't know if it works on 2K or XP anymore.

I don't know about litestep module to do this, but there's good appz and I can recommend PowerOff (with source code). Download it at http://users.pandora.be/jbosman/pwroff30.zip
