I'm not sure if this has been done but my few searches haven't come up with anything. Is there a way to add the ability to move around taskbar elements?

By this I mean for example having a notepad open and then a browser and basically be able to move their positions in the taskbar by drag and drop.

Any help is appreciated.

i don't really get what you mean ... a moveable taskbar?

I mean being able to rearrange the "blocks" inside the taskbar.
