I don't know why proxy would block it, but a manual update always works. Get the new build from;
http://leaf.terica.net/litestep.html

The files in the archives are bound to replace those in the LS root dir.

I got the same problem
I tried to install a theme needing additional module
and it was blocked by proxy while downloading it.

NetLoadModule openly says that it will not work with Proxy servers. No IFs ANDs or BUTs. I am pretty sure this applies to the UpdateBuild application as well.
